That's 3 offences, parking on the pavement, parking on a yellow line & possibly driving without due care & attention. Hope the car's a write-off.
I'd transfer this guy to street sweeping department.

the car is parked in cleavland street council yard .why is it always parked in sleepy bebington not out side a school or place where there is lots of elderly people .farce ................
