Easy enough:
reboot it hammer f8 till the menu list comes up choose safe mode with command prompt select windows installation (1) type format c: /y

Typing format c: at the command prompt will do it every time, first PC mistake I ever made 18 years ago.

Do you want it wiping or wiping so that nothing can ever be recovered from what is now on it.
I use KillDisk, just download the program, burn a disc (or copy to USB pen), boot from it and follow the prompts, formatted, wiped, and they're not pulling anything back.
