Looks like a gargoyle from either a building (eg church) or a fountain.

Has the mouth got a hole through it, if so what sort of diameter is it?

Liverpool museum used to offer a free service where they would look at relics and use them for archeology students as part of their studies. We took them flint tools, and a bone which turned out to be from an extict breed of prehistoric horse. They give you a detailed write up and ask if they can borrow/display the artifact if they are interested in it. Worth giving them a ring.
