What evidence is there that it was abandoned? It was found in a park area, it could quite easily just be a lost dog that has escaped from home.

She was running scared for a whole week in the below freezing temperatures, she has been in the pound a week. No inquiries about a lost GSD fitting her description to police/wardens etc before she was found nor after, and she is extremely Skinny, need I go on???

a whole litter of 11 Staffies where left outside an rspca home frown so they will all be put to sleep thumbsdown the amount of dogs abandoned this past year has already broken records of previous years, every single dogs home up and down the country are full to bursting. but then the arse-pca knew there would be a knock on effect after their announcement earlier this year about not taking in un-wanted or abandoned dogs anymore. mad
