The £3.99 business was introduced by many shops to reduce fraud by staff - it meant that it was very unlikely that a customer would have the exact money so the member of staff would have to open the till (meaning that the Sale
was rung into it) rather than if it was £4 they could pocket the money and never ring in the Sale
With the fact that a majority of sales are card based now, this will become less and less of an issue - so you may well be right.
