"Talking" CCTV cameras that tell off people dropping litter or committing anti-social behaviour are to be extended to 20 areas across England.
They are already used in Middlesbrough where people seen misbehaving can be told to stop via a loudspeaker, controlled by control centre staff.
About £500,000 will be spent adding speaker facilities to existing cameras.
Shadow home affairs minister James Brokenshire said the government should be "very careful" over the cameras. One of the 20 area's that these camera's will be launching on is Wirral. I heard this earlier on the radio, and the public feedback seemed very good. As one person put it, if your not doing anything wrong, you have nothing to worry about. As always though the privacy nobs will have something to critisize the new camera's with. I can't wait, I think it will bring more awareness to criminals that they are being watched, and will act as a far stronger deterrent then existing CCTV, much of which is not really that obvious or visable. Well... 8 are installed and ready for use: Talking CCTV cameras which tell people off for offensive behaviour such as littering and vandalism have been installed in Merseyside.
Eight existing cameras in Wirral have been fitted with speakers as part of a crackdown on anti-social behaviour.
The borough is one of 20 places granted £25,000 from the Home Office's Respect Task-force to fund the scheme.
Talking cameras have already been installed in Blackpool in Lancashire and Salford in Greater Manchester. BBC News Report

Why do feel that people monitoring the camera's are only going to use them to take the piss? Maybe you would... but fortunatly you won't be monitoring them. It will be scurity officers who not only have SIA CCTV licenses, but will also have additional training as part of the scheme to enable them to use the camera's in an appropriate manner. What evidence do you have? Do you not think it is regulated? It wouldnt have been extended to other parts of the country if it was being abused in Boro. You wont be so quick to write them off as a joking idea if you or someone you know has their car prevented from being robbed as a result of these camera's. They WILL reduce crime, this IS proven, therefore they are a great thing to have on the Wirral, I want to see efforts to make crime figures lower.

Erm Mark, what you dont realise, is yes, everyone has a laugh, Scott has an SIA CCTV license and he is about as much of a laugh as anyone can be, but when he is in work and its members of the public who he is dealing with his attitude totally changes, he is serious about his job.
You dont understand that peoples jobs and incomes are a LOT more important then making a few wise cracks made to members of the public. Security officers dont pay hundreds of pounds and spend time completing their licenses so they can go and throw it away by making a few stupid wise cracks over a CCTV system.
Just like I have the ability to go into absolutely anybody's hosting account on my servers and do what the hell I want with their files and website, the same as I can with my customers audio and video streams, I could stream porn over them or just stupid jokes. But I dont. And the reasons I dont is firstly morals, and secondly respect for the customer and thirdly because its my job (my livelyhood) and my job and income are far more important to me then doing so.
Maybe you would want to poke fun at people as they walk by, but then it shows how long you would be in a job, because members of the public WILL be able to report the misuse of these camera's and it wouldnt take a mastermind to work that an unusually high number of reports of misuse are all coming on camera x when officer x is on duty.
At the end of the day the key issue here is crime, I think they are a great help towards fighting it, no form of CCTV will ever be a solution, but if it deters one criminal a week from committing crimes, then Wirral is more then gettings its money worth imho.

No matty they sell them on or they appear on youtube that's how responsible "People" in responsible positions can be. Fire man in a tumble drier. CCTV coverage sold of embarrassing moments. Police caught knocking seven colours out of some one. Its call life. And there will come a time when there is a officer being rep remanded or sacked for the very reasons you say doesn't happen. About £500,000 will be spent adding speaker facilities to existing cameras. That allows me to have a sense of humour about the camera's, does the cost justify the benefits only time will tell. That's alot of money and for what ?? "Stop pissing in the Door way" Anyone involved in a crime say steeling from a car, and they get a cd player. They run off only to hear "STOP STOP" from a lamp post. Its either the shock of it that's going to stop them, or there just going to keep running. Or even fall to the floor laffing. You never heard of a hoodie or a hat to cover your face. Now ask yourself where the £500,000 is coming from?

exactly, and also a running total for that cctv operator, so you know if its worth upsetting them or not.
And it would encourage higher results.

Okay Mark, so your not interested in schemes to reduce crime. Fair does, but if your car ever gets broken into etc, then dont moan about it. I personally like to see schemes that are PROVEN to reduce crime.

Matty i fail to see how a Talking Camera is going to stop a crime, better lighting and such shemes work.
If someone is going to break into my car they will with a Talking camera shouting "Please Stop that's naughty" or not..
I can see people walking up to the camera's and saying are there any taxi's on the taxi rank ?
A bunch of homeless people having something to talk too.
I am interested in schemes to reduce crime, but a talking camera at best might stop a 10 year old throwing stones and that's if he's not having too much fun.
So when your council tax bill comes in and you see its gone up again, think about the talking camera's on the wirral.
So as you say, if your council tax goes up, DONT MOAN ABOUT IT !

Im not being funny but you are missing the fact that these camera's are PROVEN to aind crime prevention.
Im not sure if you are just not interested in the fact or if you think you have other evidence from somewhere, if its the latter I would love to hear it.
But until you can show me proof that it doesnt work, then you cant really argue with the fact that they are PROVEN to reduce crime in area's they are installed.
And no, they arnt there to shout at someone running off, hence you clearly have no idea how the sceme even works so how you can make a comment on their whole idea god only knows...

Proven to aid crime prevention. Okay from that artical from the bbc it shows the camera's working. Its someone who's left a can on a seat. Camera says you forgot your can. there's a bin behind the telephone box Then saying thank you for putting your can in the bin. So that's how there being reported of being used, so what should i think, that's going to stop my car from being stolen?? If that's crime prevention then i stand corrected. And your right, they do work. I truly can not see this but a waste of money and time. okay what happens if the person doesn't understand English or even deaf !! Better still wearing a MP3 player with mini headphones. That's how stupid the whole thing is 1 use i can see for them. "Excuse me sir you have just dropped £20" "Turn around" "That's it, your welcome have a nice day"

I can see pros and cons of the system...
I think the general idea is that although a camare is there, you never really know if anyone is watching you - it could be pointing the other way / the operator could be looking away etc. A voice aimed at you lets you know someone is watching...
However....
Ive seen fights break out in Birkenhead in front of police etc, so if people really want to misbehave, they will...
I think it may help reduce petty crimes and leave the police to deal with more important matters but until some, say, 6 monthly crime figures are published, ill reserve judgement.

I've seen TV programs with the scheme working, and it does mostly seem to be for people who drop litter.
But, they were also used to stop drunken anti social behaviour like drunks moving road signs, smashing things up and physical abuse or fights.
It also is used to inform the person or persons committing crime that the police are on their way.
Stuy is right though, if people really want to misbehave, they will.

saw a program other day...showin 2 lads beatin up an innocent man at a bus stop..stomping on his head etc....speaking camera did its job..fella just ran off...had to track him with other cctv methods...in one way, the speakin camera saved that mans life...in another way..it almost enabled the criminal to get away....i think theyre a good idea..they shud set em up in places like car parks tho...twoccer tries to rob a car...gets the fright of their life..car still there..problem solved...lets have em all over th wirral
