After watching the Tonight Program with the main man
Sir Trevor Mcdonald, i was amazed to learn just how
bad this was.

It covered lots of issues

* Uninsured drivers use loophole to reclaim seized cars
* Sentening of Death by Uninsured Drivers.
* New Changes in the Law
* Vehicle Recognition and its failures.
* Its cheaper to be caught than to pay / go legal.
* An uninsured woman of 30 years

The one that stood out for me was currently if a uninsured
driver gets caught the average fine is £150 ?

That is unbelievabel mad

So off i went and tried to look up more info on the above,
forget the itv website for sir trev its crap.
So good old google came up trumps, as even the goverment
pages were just too complicated and hidden to find anything
related to the uninsured issues and law changes.

Its an intresting read if you have the time smile

Uninsured drivers use loophole to reclaim seized cars

HUNDREDS of uninsured drivers are exploiting a loophole in the law
to reclaim their cars after police seize them.

Drivers with comprehensive insurance cover for any car are being paid to turn up
to collect impounded vehicles on behalf of their uninsured owners.
They produce their insurance certificates and are allowed to drive away and deliver
the car back to the uninsured driver.

Police used new powers to seize more than 42,000 uninsured cars this year.
They impounded more than 700 in the past two weeks in northeast London
for a variety of offences,including no insurance.

Seized cars are often crushed if uncollected.

Stephen Ladyman, the Transport Minister,
said that many people were using the loophole.

Speaking on Tonight with Trevor McDonald, he said:
“It’s been suggested to me that one person repatriated about 60
vehicles in this particular way. It is totally unacceptable and we have to have
some conversations with the insurance industry about that to see if
there’s anything they could do to help us.”


One measure the Government is considering is requiring drivers to
produce an insurance certificate that relates to the vehicle they
are trying to collect.

Mr Ladyman said that he wanted to introduce tougher sentences for motorists
who drive without insurance.
Fines were often less than the cost of insurance, he said.

Last year 12,000 people were injured and 150 killed in accidents
involving drivers with no insurance.

Under the new Road Safety Act, it is an offence to keep a vehicle
without insurance, allowing police to seize parked vehicles.

I'm trying to make this intresting and not boaring your to death,
but there is alot of info and i think its all relevent
to the current sate of affairs.


Uninsured drivers cost you £30 a year
Its long winded but the facts are there too read.

New research from the ABI (Association of British Insurers)
shows for the first time a strong link between serious motoring
offences and the one million motorists driving without insurance.

Compared with drivers with insurance, uninsured drivers are:
10 times more likely to have been convicted of drink-driving.
6 times more likely to have been convicted of driving a non-roadworthy vehicle;
3 times more likely to have been convicted of driving without due care and attention.

However according to new research from Direct Line insurers the uninsured
believe themselves to be safe drivers. Nearly three-quarters (73%)
of uninsured drivers believe they drive carefully and within the law

"These are worrying findings," said Mary Francis, the ABI's Director General.
"They reinforce our call for a tough crackdown on people who drive
without insurance. There really is no excuse and this is not a case
of financial exclusion. Motor insurance is competitively priced and
widely available. We need to ensure that anyone who drives understands
that they have the means of inflicting serious injury -
and that insurance is there to protect other people as well as themselves".

The ABI has estimated that one in twenty motorists are driving
illegally without insurance at any one time in the UK - more than
one million in total. Accidents involving these motorists cost up
to £500 million a year, paid for by insurers and the Motor Insurers' Bureau.
Ultimately honest motorists pay -
uninsured driving adds up to £30 a year to motor premiums.

The ABI - commissioned survey questioned a representative sample of nearly 3,000
motorists on their attitudes to uninsured driving. These included motorists
who have been or who are currently driving uninsured. Key findings are:


13% of all drivers admit that they have driven at some time without insurance.
83% of motorists view uninsured driving as a serious offence.
Over a quarter - 28% - of young drivers (aged 18 to 29) have at some time driven uninsured.
The chances of being caught are seen as remote. 89% think there is more chance of being caught speeding.


Tougher penalties are supported by insured drivers.
Confiscation of the offender's vehicle, a prison sentence, and back -
payment of insurance costs are all widely supported deterrents.
The Government review led by Professor David Greenaway on how to tackle
the problem is due to report shortly. The ABI has proposed a package of measures,
focussing on more systematic detection and a wider range of penalties.

Research by Direct Line motor insurance throws light on some of the reasons
behind the escalating problem of uninsured driving. The research, the first
conducted amongst uninsured drivers, aims to reveal the motivations
and attitudes of those driving outside of the law.

Top-line results of the survey shows:

Nearly three-quarters (73%) of uninsured drivers believe they drive carefully and within the law
62% of uninsured drivers choose not to tell passengers that they have no cover,
even though they are responsible for the safety of their own passengers in the vehicle


The Direct Line research also revealed that nearly six out of ten (60%)
uninsured motorists didn't bother to purchase insurance, despite the legal
requirement to do so, as they believe they are unlikely to be involved
in an accident that was their fault.

Additionally, nearly three-quarters of uninsured drivers (73%) said they
drive carefully and within the law. This is clearly contrary to the
research by the ABI that they are more likely to be convicted of a range of driving offences.

Nearly two-thirds of uninsured drivers (64%) added that the lack of
police on the road makes them believe it's easy to avoid detection.

The research also highlights age is an important factor in the way in which
respondents morally view their actions. Over seven out of ten uninsured motorists
(72%) under the age of twenty-nine years old claim that they do not lose any
sleep over driving without insurance. This figure falls to 45% for those
aged between thirty and fifty, whilst only a third of older uninsured drivers,
those fifty and over, admit to not losing any sleep knowing that
they drive whilst not being insured.

The ABI said insurers are committed to reducing uninsured driving,
so helping keep premiums as low as possible for honest motorists.
Insurers developed the Motor Insurance Database to help the police
quickly check who has valid motor insurance. This has a major part
to play in an overhauled enforcement regime. And insurers will
continue to do all they can to ensure that motorists understand
the need to be insured at all times.

More uninsured drivers to face prosecution
A new crackdown on uninsured drivers could result in an additional
50,000 successful prosecutions during the next 12 months,
the Motor Insurers’ Bureau predicted today.

The MIB has drawn up plans with the police and the government
for tougher penalties and better methods of identifying uninsured drivers.

The UK has one of the highest levels of uninsured driving in
Europe, with more than one million uninsured vehicles on our roads.
Last year the MIB handled more than 41,000 claims from victims of
road accidents caused by untraced and uninsured drivers.

Uninsured driving now costs Britain more than £500 million per year
and adds around £30 to the insurance premium of honest motorists.

The latest figures from the Home Office, published last month,
show that there were more than 230,000 successful prosecutions
for uninsured driving in England and Wales in 2003, a 12% increase on 2002.
But the MIB hopes that new detection and enforcement
methods will result in an additional 50,000 convictions over the coming 12 months.

The initiatives highlighted by the MIB include:

New powers provided this month by the Serious Organised Crime Act which,
for the first time, will enable the MIB to pass on details of suspected
uninsured drivers to police forces across the UK

Greater use of automatic number plate recognition cameras to help police
identify and track down uninsured drivers

The introduction of hand-held technology, which will allow police officers
to check vehicle insurance details at the roadside without referring enquiries to their stations

The imposition of tougher penalties, including larger fines and the
crushing of uninsured vehicles “Whoever they are, all uninsured motorists
need to know that the chances of escaping detection and prosecution are
shrinking rapidly,” said Ashton West, the MIB’s chief executive.
“The MIB, the Association of British Insurers, the police and the government
are working together to reduce the unacceptable levels of uninsured driving on our roads.

“We already know a great deal about the average uninsured motorist,
” Mr West continued. “Although the proportion of female offenders is rising,
the typical uninsured driver is male, under 30 and likely to have committed
other motor offences. We’re constantly gathering more information about these
offenders, which will make identifying and prosecuting them easier in the future.”

The police share these views,
according to Med Hughes from the Association of Chief Police Officers.

“All these developments will make it much harder for offenders to hide from us,”
he said. “As we access more and more information,
the net will continue to tighten around uninsured motorists.

Failures of Police Vehicle Recognition Camera's
I couldnt find anything about this anywhere, so if i tell
you what happened on Trevor's Program.

It showed the police pulling over a car in Manchester
as it was flagged as no insurance.
The girl in the car was the registered keeper for about a year.
And the police were aderment that she was uninsured.
A recovery truck was called too sieze her car and she was
going nuts, (Rightly so), she called her sister to
bring down the documents and after a call to her insurers
was found to be insured. This was with in seconds of her
car being taken away.

The problem is that the database that holds all your registration
information and Insurance / MoT / Tax
was either incorrect or in some cases taking 4 weeks
to become updated.

So the system can be flawed as well as working too.
So you have been warned.

30 Years and no insurance
Can you actually believe that there are drivers out there
that have never bought car insurance?
They would rarther take the fine, (£150) all they do is drive
safe and if they see a police car turn off the main road
or stop and let them pass.


Death By Driving - Uninsured.

in an unisured car can cost you as much as 2year ban
200 hours Community Service and a fine of £80


Now what about the family that has lost a
son a daughter, a mother, a father, a brother or sister.
Its all wrong !!

This mindless act of killing our son by a driver with NO insurance
and NO Licence probably took no more than a few seconds to wipe out
our dear son John’s life and for the driver that took his life he will
rebuild his life in no time at all and after he has completed his two year
ban he will be able to get back on the road and just maybe do the same
thing again. Tomi was also given by Margate Magistrate Court 200 hours
Community Service and a fine of £100 which was reduced for
pleading guilty to £80.

Exactly jimbo, its a joke.

Not forgetting that many of these types of drivers
dont even have a licence, so when we here 8 points
on your licence for no insurance,

If you dont have a licence So What ? Big Deal !
